'The only system of Government which can survive is one which is prepared to tolerate dissent and criticism and Which accepts these as useful and in any case, inevitable aspects of all social and political relations.

The tolerance of dissent and criticism within a Government proceeds from a single essential premise: that the Government exists to serve the people generally. Government servants, whether designated as representatives or not, have a trust to work for the general welfare.

The same trust exists among the member states of international organizations. The members of such organizations must adhere to some tacit or expressed conception of international welfare.'

Greetings and Rastafari Blessings:

On Monday, April 28, 2008, at 10:00 pm EST the Rastafari National Council for Inity (RNCI) in the USA moderated the 2nd historic teleconference with the Ethio-Africa Diaspora Union Millennium Council.

Highlights of this 2nd teleconference:

· Progress Report from the EADUMC since the 1stTeleconference

· The status of the African Union 6th Region Program of Action and how it should be engaged by the local, international and Continental Ethio-Rastafari Community by Brother A. Lumumba Grant (AU 6th Region NY Representative)

· Issue of Dual Citizenship

· Report on the Shashemane Land Grant and assessment of the Federal Democratic Republic of Ethiopia (FDRE) governance

· Strategic plans for the local creation of a 'Pan African Commission' (PAC) in Jamaica(and throughout the Caribbean and the rest of the Ethio-Rastafari International Community)

· Report by RNCI Steering Committee member(s) on the RNCI Prison Ministry and the many challenges

· Presentation of/Report of the RNCI 'Operation Reggae Fund' (ORF)Program

· Outline and Report by EADUMC Official(s) of the ongoing 'Cultural and Intellectual Property Rights' quest and the development of a related 'Trust Fund.'

· A Report by Sister Catherine Howell on the quest for the 'restoration' and 'recognition' of 'Pinnacle' as a 'National Heritage' site by the Government of Jamaica, and subsequently, as an 'International/ World Heritage' site by the United Nations
